When You're Trapped in Your Car Underwater per Mythbusters
I saw this program last night. It contained some good information.

The windows would not open to to the pressure on the windows pressing them to the door frame. The windows would need to be opened immediately as you began sinking. Power windows did work when exposed to water but not under the pressure of the whole car being under water. The emergency tools designed to break windows during an emergency worked under pressure.
Once the car filled completely with water the doors were very easy to open.
